The Formula

X% of Y = (X ÷ 100) × Y | % change = ((New − Old) ÷ Old) × 100

Percent literally means 'per hundred'. Dividing X by 100 converts the percentage to a decimal fraction, which you then multiply by the target number. For percentage change, the denominator is always the original (starting) value.
